If I recall correctly you need 10% of registered voters. That is 10% of
*all* registered voters - think Chicago where they voted the graveyard
rolls and you'll get an idea of what that means - I believe it works out
to 23% of current, living people who can actually sign. I think the rules
also state that its 10% in every district, not 10% overall, so you're
going to be canvassing in all 94 counties. Robert Watson should fill in
the details on this for us.
I'm not so sure this is a good trend for Nebraska - I don't dispute the
goal in this case, but look at the mess direct democracy has made in
California. Instead of a legislature managing things they have gridlock
and legacy mob rule in perpetuity.
